Board Members Present: Jim Buhil, Mike Singer, Marie King, Ron Bourquin, Mary Smoliak, Tom Schloer,

Mark Koller, Ryan Crosby, and Dave O’Neill.

Absent: Ed Collova, Deb Mlinar

The meeting was called to order by Jim Buhil at 11:20 AM

Jim welcomed everyone and thanked them for coming to the meeting.

Jim Buhil opened the floor for nominations. No nominations were presented from the floor. Motion to

close nominations was passed.

Jim Buhil explained fish limit proposal and survey, results to follow.

Jim introduced guest speakers Paul Thompson and Phil Sylla from the Yellow River Protection

Conservancy. Paul spoke about the problems caused by Hybrid invasive leaf cattails in the river system

and how they are working to eliminate them. He also reviewed their “Buy, Protect & Sell” land program.

Mary Smoliak reviewed the procedure on how to sign up on the YLRA web site to work on the meat raffle.

Secretary’s Report: Jim Buhil reviewed the report. Motion to approve was made to accept the report,

motion was seconded and motion then passed.

Treasurer’s Report: Marie reviewed treasurer’s report. Motion to approve was made to accept the report,

motion was seconded and motion then passed.

Daryl Pope questioned the value of the money spent for L & R maintenance to monitor the boat landings based on the low amount of citations(3). It was explained that much of the value is based on the deterrent value that it provides.

Jim Buhil gave a water level update: (water level is decreasing)

 8/9 – 930.68 – 11 3⁄4 high

 9/2 – 930.53– 9 3⁄4 high

 9/14 930.31 – 7 1⁄4 high


Q & A

- Dave Guay made a motion that YLRA donate $10,000 to the Yellow River Protection

Conservancy. After some open discussion Dave Guay withdrew this motion and made a 2nd

motion to donate $5,000 to the conservancy. This motion was seconded. The motion was

voted on and passed.

- Dave Guay also brought up issues associated with wake boats. He stated that there is

legislation to outlaw wake boats on Lakes under 500 acres. This would include Little Yellow

Lake.

- If you notice any issues you must call the Sheriff’s office or Conservation Office.

- The question of Fish Cribs was brought up again. Jim Buhil explained that Yellow Lake would

benefit more from “fish sticks” than from “fish cribs”. Jim also explained that “fish sticks” are

supported by the DNR. Individual land owners would have to embrace the install of “fish

sticks” and any permits that may be required if they are not natural.

- Susie would like our local representatives listed in the next newsletter so people can state

their concerns about regulations and restrictions that govern the damn in Danbury.


Jim Buhil reviewed results from the fish limit survey, they are as follows:

- Change to 10 fish total – 5 voted

- Change to 15 fish total – 13 votes

- Change to 25 fish total – 6 votes

Jim Buhil reviewed election results as follows:

Jim Buhil, Marie King, Mark Koller, Deb Mlinar and Dave O’Neill all re-elected to serve on the board.

Alternates as follows:

- Ryan Crosby – 1st alternate

- Blake Hvambsal – 2nd alternate

Secretary’s Report: Deb submitted report. Motion to approve by Marie, 2nd by Dave, motion

approved.

Treasurer’s Report: Marie submitted report. Motion to approve by Dave, 2nd by Mark, motion

approved.

Meat Raffle: We continue to need help with the Meat Raffle on Saturdays at Yellow Lake Lodge.

Dave, Tom and Deb have the remainder of August covered. We need to promote the sign-up

sheet on our YLRA.ORG Website and Facebook page. Deb will add to our Facebook page.

New Business:

• Newsletter: Deb is working on it & will forward to Marie tomorrow. Marie will get it out this

week.

• Fall Membership Meeting & Election: It will be at Forts Folle Avoine on Sept 14, 2024, with

check-in beginning at 11:00am. YLRA Board Members will arrive between 10-10:30am for set-

up. Marie & Deb will need Bio’s for all those who are running for another term. Lunch provided

by the Fort includes hotdish, dessert and coffee. YLRA, Dave & Tom, will bring coolers & ice with

soda & water. We are planning for about 80 Members to attend. Jim will bring our PA system.

Jim will also check with Mary to get her screen for the slideshow. Paul Thompson with the

Yellow River Protection Conservancy will give a presentation about the invasive Narrow Leaf

Cattails in the Yellow River. The Meeting will run as follows: 11:00am check-in, 11:30 Jim will

call the meeting to order and ask for Nominations from the membership, then we will have the

presentation by Paul Thompson. Lunch will be served after the speaker, followed by the

election.

• YLRA swag: Mike Singer will bring everything for Members to purchase at cost. Dave updated

us on what is needed to order including can coozies and hats. Marie will order more of each.

Mark & Shelly, and Dave & Diane will sell swag at the Meeting.

• Annual EMT Golf Tournament at Voyager Village: Do we donate again this year? Dave made a

motion to do a $100 Hole Sponsorship and $100 donation, Ron 2nd, motion passed to spend

$200.

Old Business:

• Fish limits: Jim will meet with Mary to develop a questionnaire for the Membership vote.

• Fish Cribs: Jim received a letter form Craig Roberts, the DNR Fish Biologist regarding our inquiry

about Fish cribs on Yellow Lake. He does not recommend them for Yellow Lake due to the lake

structure and weed patterns. He does not believe they would do any good. He suggested “Fish

Sticks” which is adding fallen trees, “sticks”, along the lakeshore. The effect is the same as

“cribs”.


• River Buoys: The West River Road HOA asked us to participate and sign their county application

for No Wake Buoys in their area. The state law for No Wake Zones is: 100ft from land is

considered a No Wake Zone. Marie made a motion to let them pursue this on their own; Tom

2nd , motion passed.

The next YLRA board meeting is Sept 14, 2024, at Forts Folle Avoine at 11:00 am.

New Business:

• Fall Membership Meeting & Election Sept 14. 2024. It will be held at Forts Folle Avoine. Marie is

setting it up and putting together the menu with the Fort. Jim spoke with Paul Thompson to ask

him to speak at the meeting. He will discuss the invasive cattail species, the Narrow Leaf Cattails

in Yellow River.

• Gift Certificates for the Dam Operators, Marshal and Russell. Marie posed a motion to pass @

$25 each, Ron 2nd, motion approved.

Old Business:

• Discussion regarding which projects we take on for the remainder of the year. We decided to

work on Fish Limits and the problem with Narrow Leaf Cattails in Yellow River. We will put

together a questionnaire on Fish Limits for the Membership Meeting.

• Newsletter: Deb will have it to Marie before Aug 10. We would like it to go out by mid-August.

• Mark Koller discussed the depth gauge at the bridge. He is working on the indicator for under

the bridge. It should help boaters have the ability to see if their boat will safely pass under the

bridge. He is working on the manufacturing and getting input from the county.

The next YLRA board meeting is also the Fall Membership Meeting and Election on September 14,

2024 at Forts Folle Avoine. Check in at 11:00, Lunch at 12:00 noon.
